Annexation of a States Territory is a Violation of the Charter & International Law, Warns UN Chief — Global Issues

On this second of peril, I need to underscore my obligation as Secretary-Basic to uphold the Constitution of the United Nations.

The UN Constitution is obvious.

Any annexation of a State’s territory by one other State ensuing from the menace or use of drive is a violation of the Rules of the UN Constitution and worldwide legislation.

The United Nations Basic Meeting is equally clear.

In its landmark Pleasant Relations Declaration of 24 October 1970 —repeatedly cited as stating guidelines of basic worldwide legislation by the Worldwide Courtroom of Justice — the Basic Meeting declared that “the territory of a State shall not be the article of acquisition by one other State ensuing from the menace or use of drive” and that “no territorial acquisition ensuing from the menace or use of drive shall be acknowledged as authorized”.

And I should be clear.

The Russian Federation, as one of many 5 everlasting members of the Safety Council, shares a specific accountability to respect the Constitution.

Any determination to proceed with the annexation of Donetsk, Luhansk, Kherson and Zaporizhzhia areas of Ukraine would don’t have any authorized worth and deserves to be condemned.

It can’t be reconciled with the worldwide authorized framework.

It stands towards all the things the worldwide group is supposed to face for.

It flouts the Functions and Rules of the United Nations.

It’s a harmful escalation.

It has no place within the fashionable world.

It should not be accepted.

The place of the United Nations is unequivocal: we’re totally dedicated to the sovereignty, unity, independence and territorial integrity of Ukraine, inside its internationally acknowledged borders, in accordance with the related UN resolutions.

I wish to underscore that the so-called “referenda” within the occupied areas have been performed throughout energetic armed battle, in areas beneath Russian occupation, and outdoors Ukraine’s authorized and constitutional framework.

They can’t be known as a real expression of the favored will.

Any determination by Russia to go ahead will additional jeopardize the prospects for peace.

It would lengthen the dramatic impacts on the worldwide financial system, particularly creating nations and hinder our means to ship life-saving help throughout Ukraine and past.

It’s excessive time to step again from the brink.

Now greater than ever, we should work collectively to finish this devastating and mindless warfare and uphold the UN Constitution and worldwide legislation.
